Annual Review for 2020 and 2021 Rates

ORDER

WHEREAS:

 

A.      On June 22, 2020, the British Columbia Utilities Commission (BCUC) issued its Decision and Orders G-165-20 for FortisBC Energy Inc. and G-166-20 for FortisBC Inc. (FBC) approving a Multi-Year Rate Plan for 2020 through 2024 (MRP Decision). In accordance with the MRP Decision, FBC is to conduct an annual review process to set rates for each year;

B.      On June 23, 2015, the BCUC issued its Decision and Order G-107-15 in the FBC Annual Review of 2015 Rates, setting out, among other things, the default regulatory timetable template for future Annual Reviews to include:

         Intervener registration;

         One round of BCUC and intervener information requests ;

         A workshop which may include BCUC panel participation. The format of the workshop, including who facilitates it, will be determined at each annual review proceeding;

         FBC response to undertakings from the workshop;

         Intervener written final arguments; and

         FBC written reply arguments;

C.      By letter dated July 20, 2020, FBC proposed a regulatory timetable for its annual review for 2020 and 2021 rates; and

D.      The BCUC has reviewed FBC’s proposal and considers that establishment of a regulatory timetable for the annual review for FBC’s 2020 and 2021 rates is warranted.

NOW THEREFORE, the BCUC orders as follows:

1.       A regulatory timetable for the annual review of FBC’s 2020 and 2021 rates is established, as set out in Appendix A to this order.

2.       A transcribed workshop attended by the Panel to review FBC’s 2019 performance results and the 2020 and 2021 revenue requirements will be held on Wednesday, October 21, 2020, commencing at 9 a.m., with the location and format to be determined.

3.       Interveners are to register with the BCUC by completing a Request to Intervene form, available on the BCUC website, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19 dated December 17, 2018.
