ORDER
WHEREAS:
A. On July 30, 2020, Corix Multi-Utility Services Inc. (Corix) submitted an application seeking British Columbia Utilities Commission (BCUC) approval of its Burnaby Mountain District Energy Utility (BMDEU) revenue requirements and rates from 2020 through to 2023, effective September 1, 2020 (Application);
B. In the Application, Corix, among other things:
i. Requests that the BCUC approve the rates proposed in Sections 10.1 and 10.2.2 of the Application on an interim and refundable basis effective September 1, 2020, pursuant to Section 89 of the Utilities Commission Act (UCA);
ii. Proposes to file an Evidentiary Update on February 4, 2021, which will contain the final project costs and updates to the forecast costs, revenue requirements and proposed final rates as necessary; and
iii. Requests that the BMDEU financial model and the Biomass Supply Contract filed confidentially in Appendices A and B of the Application, respectively, remain confidential due to the commercially sensitive nature of the information and the potential impact to customer rates should this information be made public; and
C. The BCUC has commenced review of the Application and finds that a preliminary regulatory timetable should be established and that approval of interim rates is warranted.
NOW THEREFORE, pursuant to sections 59 to 61 and 89 of the UCA, the BCUC orders as follows:
1. Corix’s proposed rates are approved on an interim and refundable basis, effective September 1, 2020, as follows:
a. For Simon Fraser University (SFU):
i. Capacity Charge of $16,367 per megawatt of nominated capacity per month;
ii. Consumption charge of $0.0226 per kilowatt-hour; and
iii. Availability Charge of $33,000 per month.
b. For UniverCity:
i. 2020 4-month Rate Rider $0.2748 per square metre per month.
3. Corix is directed to recover or refund any difference in revenue, as a result of the difference between the interim rates and the final rates approved by the BCUC, from/to customers with interest calculated based on Corix’s weighted average cost of capital, retroactive to the effective date(s) of the interim rates.
4. Corix is directed to propose a method to recover or refund the difference in revenue, as a result of the difference between the interim rates and the final rates approved by the BCUC from/to customers as part of the Evidentiary Update.
5. The BCUC will hold the BMDEU financial model and the Biomass Supply Contract filed as Appendices A and B in the Application, respectively, confidential as they contain commercial sensitive information.
6. A written hearing process is established for the review of the Application in accordance with the Regulatory Timetable, as set out in Appendix A to this order.
7. Corix must provide a notice of the Application, a copy of this order and the attached public notice, via email if appropriate, to all BMDEU customers and to all registered intervener and interested parties in the Corix Multi-Utility Services Inc. Application for a Certificate of Public Convenience and Necessity for the Burnaby Mountain District Energy Utility proceeding by Wednesday, August 26, 2020. In addition, Corix is encouraged to post the attached public notice in major entry ways on the customers’ properties.
8. Corix must also make the Application available on its website at: https://www.corix.com/.
9. In accordance with the BCUC’s Rules of Practice and Procedure attached as Appendix A to Order G‑15‑19, parties who wish to participate in the proceeding may submit a letter of comment, register as an interested party, or request intervener status. Parties requesting intervener status must register with the BCUC by completing a Request to Intervene Form available on the BCUC’s website by the date established in the Regulatory Timetable attached as Appendix A to this order. Parties requesting intervener status are to specifically state the nature of their interest in the Application and to generally identify the issues they intend to pursue and the extent of their anticipated involvement in the proceeding.

CORIX 2020 – 2023 REVENUE REQUIREMENTS AND RATES APPLICATION
On July 27, 2020, Corix Multi-Utility Services Inc. (Corix) filed an application with the British Columbia Utilities Commission (BCUC) seeking approval of rates and revenue requirements for its Burnaby Mountain District Energy Utility (BMDEU) from 2020 through 2023, effective September 1, 2020.
The Application seeks, among other things, approval of the following rates effective September 1, 2020 to December 31, 2020:
a. For BMDEU customers at UniverCity:
i. A four-month Rate Rider of $0.2748 per square metre per month,
b. For BMDEU customers at Simon Fraser University:
i. A capacity charge of $16,506 per megawatt of nominated capacity per month,
ii. A consumption charge of $0.0235 per kilowatt-hour, and
iii. An availability charge of $33,000 per month.
The BCUC has approved Corix’s proposed rates for year 2020 on an interim and refundable basis, effective September 1, 2020, and established a written hearing process to review the Application.
