Semi-Annual Fuel Switch Progress Report Pursuant to Directive 2

of Order G‑147‑17 Request to Discontinue Reporting

ORDER

WHEREAS:

 

A.      On October 9, 2020, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) a request to discontinue its semi-annual progress reporting for the Fuel Switch Program (Application). The Application would vary Directive 2 of Order G-147-17 which directed Creative Energy to file with the BCUC a progress report on the Fuel Switch Program by February 15 and August 15 of each year.

B.      On June 9, 2017, Creative Energy submitted a Long-Term Resource Plan (LTRP) to the BCUC. On September 25, 2017, the BCUC adjourned the LTRP proceeding until Creative Energy filed its Revenue Requirement Application (RRA) for the 2020-2021 test period;

C.      On October 25, 2018, the BCUC issued Order G-205-18 establishing a Fuel Switch Study and LTRP Deferral Account to transfer all amounts captured on account of “Consultants – LTRP” from the Third Party Regulatory Costs Deferral Account to the new deferral account, including all actual costs incurred on account of the Fuel Switch Study and the LTRP in 2017 and 2018, net of all applicable offsetting grants;

D.      On December 19, 2019, Creative Energy filed with the BCUC its 2019-2020 RRA for the core steam system and Northeast False Creek service areas. By Order G-227-20 dated September 2, 2020, the BCUC directed Creative Energy to write off the costs from the balance in the Fuel Switch Study and LTRP Deferral Account and close the account;

E.       Creative Energy submits the Fuel Switch Program as previously reported upon no longer directly applies to Creative Energy’s current business context, the costs related to the program have been written off, and it is working to develop a low-carbon energy project which will be supported by a new LTRP to be filed later this year; and

F.       The BCUC has reviewed the Application and determines that a variance to Order G-147-17 is warranted.

NOW THEREFORE pursuant to section 99 of the Utilities Commission Act, the BCUC approves Creative Energy’s Application to discontinue its semi-annual progress reporting of the Fuel Switch Program and thus a variance to Directive 2 of Order G-147-17 is granted.
