ORDER
WHEREAS:
A. On December 22, 2021, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61, 89 and 90 of the Utilities Commission Act and section 15 of the Administrative Tribunals Act, the Transmission Service Rate (TSR) Customer Baseline Load (CBL) [Fiscal] F2021 and F2022 (Application);
B. In the Application, BC Hydro seeks the following BCUC approvals:
i. On a final and permanent basis, the “Final Adjusted F2021 CBL for Final Approval” column contained in Appendix A of the Application, effective April 1, 2020;
ii. On an interim basis, the “Interim F2022 CBL for Interim Approval” column contained in Appendix A of the Application, effective April 1, 2021;
iii. On a final and permanent basis, the placement of specific customers on Rate Schedule (RS) 1823A as contained in Appendix A of the Application, effective April 1, 2020;
iv. On an interim basis, the placement of specific customers on RS 1823A as contained in Appendix A of the Application, effective April 1, 2021;
C. By Order G‑71‑21 dated March 10, 2021, the BCUC approved the F2021 Interim CBLs and the placement of specified customers on RS 1823A, both effective April 1, 2020, on an interim basis until further application;
D. In the Application, BC Hydro states that pursuant to section 6.2.1 of the Tariff Supplement No. 74 (TS 74), it has submitted all CBL determinations reflected in the Application to each TSR CBL customer for review and comment prior to filing the Application;
E. Pursuant to TS 74 and RS 1823, all CBLs and any decision to put a customer on Rate Schedule 1823A are subject to final approval by the BCUC;
F. BC Hydro requests that Appendices A, B and C of the Application and the associated customer information be held in confidence as they contain commercially sensitive information; and
G. The BCUC has determined that a written comment process is warranted for the review of the Application.
NOW THEREFORE the BCUC orders as follows:
1. A regulatory timetable for the review of the Applications is established as set out in Appendix A to this order.
2. BC Hydro is directed to provide notice of this Application and a copy of this order by Monday, March 21, 2022, electronically where possible, to all of its TSR customers.
3. Any party wishing to provide comments on the Application is invited to submit a letter of comment by Monday, March 28, 2022. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at: https://www.bcuc.com/Forms/LetterOfComment
4. The BCUC will hold confidential the information in Appendices A, B and C of the Application and the associated customer information as they contain commercially sensitive information.
