Application for Approval of Cloud Costs Regulatory Account

ORDER

WHEREAS:

 

A.      On November 18, 2022, the British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) pursuant to sections 59 to 61 of the Utilities Commissions Act (UCA) with the British Columbia Utilities Commission (BCUC) seeking approval to, among other things, establish a new Cloud Cost Regulatory Account to record the following expenditures commencing in fiscal 2023;

1.       Actual Cloud Arrangement implementation operating costs that would have been capitalized for each project had the Cloud Arrangement been eligible for capitalization as an intangible asset, with a current estimate of approximately $9.0 million for each of fiscal 2023 and 2024; and

2.       Cloud Arrangement usage fee operating expense variances attributable to unplanned Cloud Arrangements each year, with a current estimate of approximately $0.5 million for fiscal 2024 and $1.6 million for fiscal 2025.

B.      BC Hydro proposes a regulatory process consisting of one round of BCUC written information requests, letters of comment, and BC Hydro’s response to the letters of comment; and

C.      The BCUC has commenced review of the Application and considers that a preliminary regulatory timetable is warranted.

NOW THEREFORE, the BCUC orders as follows:

 

1.       The regulatory timetable for the review of the Application is established as set out in Appendix A to this order.

 

2.       BC Hydro is directed to provide, electronically where possible, a copy of the Application, this order and the link to the proceeding webpage, on or before Friday, December 23, 2022, to all registered interveners in the BC Hydro F2023-F2025 RRA proceeding.

 

3.       BC Hydro is directed to post a copy of the Application, this order and the link to the proceeding webpage, on to the following electronic platforms or before Friday, December 23, 2022:

a.       BC Hydro’s Twitter, LinkedIn, and Facebook social media platforms; and

b.       BC Hydro’s website at http://www.bchydro.com.
