Variance to Order G-339-22

ORDER
WHEREAS:
A. By letter dated December 20, 2022, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively, PNG) requests that the due date for filing various compliance filings related to British Columbia Utilities Commission (BCUC) Order G-339-22, be amended from December 25, 2022, to on or before March 31, 2023 (Application);
B. On November 25, 2022, the BCUC issued Order G-339-22 and the accompanying Decision, approving PNG’s Application for Approval of a Low Carbon Energy Cost Recovery Mechanism and Biomethane Purchase Agreements. The Order and Decision included various compliance requirements, including several with a due date within 30 days of the issuance of the Decision, or December 25, 2022; and
C. The BCUC has reviewed the Application and determines that a variation of Order G-339-22, is warranted.
NOW THEREFORE pursuant to section 99 of the UCA, the BCUC orders as follows:
The Directives contained in the Decision accompanying Order G-339-22 are varied as follows:
1. The Panel directs PNG to submit to the BCUC a rate schedule for providing Low Carbon Energy service to its Tumbler Ridge ratepayers, as a compliance filing, by March 31, 2023.
2. PNG is further directed to explain how it will allocate Low Carbon Energy to Company Use Gas for its Tumbler Ridge ratepayers, in a compliance filing, by March 31, 2023.
3. PNG is further directed to ensure that the costs transferred from the Low Carbon Energy Cost Variance Account to the Company Use Gas Account are transferred consistently with the Panel’s direction in Section 3.2.2 above, and to explain to the BCUC how the costs from the Low Carbon Energy Cost Variance Account will be allocated to the Company Use Gas Account for each of PNG’s service areas, in a compliance filing by March 31, 2023.
4. The Panel directs PNG to propose a mechanism by which the cost of its six months’ inventory of Low Carbon Energy supply may be recovered from the Smart Energy customers who benefit from it rather than from all PNG’s customers, in a compliance filing by March 31, 2023.
5. The Panel directs PNG to file updated rate schedules for the Smart Energy program as a compliance filing by March 31, 2023.
