ORDER
WHEREAS:
A. On December 15, 2023, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) its 2024 Revenue Requirements Application (RRA) for the thermal energy system serving downtown Vancouver and Northeast False Creek, effective January 1, 2024 (2024 RRA);
B. By Orders G-13-24, G-104-24, G-158-24 and G-182-24, respectively, the BCUC established and amended regulatory timetables for the review of the 2024 RRA, which included, among other things, public notice, intervener registration, two rounds of BCUC and intervener information requests (IRs) with limited scope, Panel IRs, a request for submissions, and written final and reply arguments;
C. British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Disability Alliance BC, Council of Senior Citizens’ Organizations of BC, and Tenant Resource and Advisory Center (BCOAPO), the Commercial Energy Consumers Association of British Columbia (the CEC), and the Residential Consumer Intervener Association (RCIA) participated as interveners in the proceeding;
D. By Order G-272-24 and the accompanying decision dated October 24, 2024, the BCUC issued its final decision on the 2024 RRA;
E. The following participants filed Participant Cost Award (PCA) applications with the BCUC with respect to their participation in the proceeding:

F. On October 31, 2024, the CEC filed a PCA application with the BCUC seeking $19,718.21 for its participation in the proceeding. On November 6, 2024, the CEC filed an amended application, correcting an error in legal counsel hours, and adjusted its claim to $20,524.61;
G. Creative Energy did not file any comments on the PCA applications; and
H. The BCUC has reviewed the PCA applications in accordance with the criteria and rates set out in the BCUC’s Rules of Practice and Procedure, attached to Order G-296-24, and makes the following determinations.
NOW THEREFORE pursuant to section 118 of the Utilities Commission Act, the BCUC orders as follows:
1. Costs are awarded to the following participants in the listed amounts for their participation in the 2024 RRA proceeding:

2. Creative Energy is directed to reimburse the above-noted participants for the awarded amounts in a timely manner.
