Tariff Supplement No. 108 – Dawson Creek Area Interim Transmission Service Agreement

ORDER

WHEREAS:

 

A.      On December 20, 2024, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61 of the Utilities Commission Act (UCA), seeking approval of Electric Tariff Supplement No. 108 (TS 108) and for the rescindment of Electric Tariff Supplement Nos. 104 and 105 (TS 104 and TS 105);

B.      BC Hydro, with support from affected customers, is proposing an interim, interruptible transmission service agreement for customers requesting new or increased load in the Dawson Creek area that are connected, or will be connecting, to BC Hydro’s system via the Bear Mountain Terminal Substation, prior to another transformer coming into service, which is expected to occur in March 2027. TS 108 is in the form of a supplemental curtailment agreement with the affected customers that provides BC Hydro with the right to shed some or all of these customers’ loads in the event of a transformer outage;

C.      TS 108 will replace TS 104 for Arc Resources Ltd. (ARC) Sunrise Gas Plant and TS 105 for Cutbank Ridge Partnership’s (CRP) facilities in the Kiskatinaw River area;

D.      BC Hydro has requested that the confidential version of the Application be kept confidential as it contains specific information relating to the electricity use of certain transmission voltage customers and other commercially sensitive information; and

E.       The BCUC has reviewed the Application and determines that approval is warranted.

NOW THEREFORE pursuant to sections 58 to 61 of the UCA, the BCUC orders as follows:

 

1.       TS 108 is approved effective as of the date of this order.

2.       The tariff pages as filed in Attachment 1 to the Application are accepted for filing.

3.       TS 104 and TS 105 are rescinded effective as of the date of this order.

4.       The BCUC will keep the confidential version of the Application confidential due to the customer-specific and other commercially sensitive information contained therein, unless the BCUC determines otherwise.
