ORDER
WHEREAS:
A. On October 31, 2025, British Columbia Hydro and Power Authority (BC Hydro) filed its 2025 Integrated Resource Plan (IRP) Application (Application), pursuant to section 44.1 of the Utilities Commission Act (UCA) and in accordance with Order G-58-24;
B. BC Hydro seeks the following approvals:
i. Acceptance of the 2025 IRP pursuant to section 44.1(6) of the UCA;
ii. A conclusive determination by the BCUC of the need for BC Hydro to acquire up to 5,000 GWh of clean or renewable energy from generation facilities in the province for delivery to BC Hydro by fiscal 2034, pursuant to section 44.1(9) of the UCA; and
iii. Approval of the Contingency Resource Plans of the 2025 IRP for inclusion in a Network Integration Transmission Service update under BC Hydro’s Open Access Transmission Tariff;
C. BC Hydro requests that certain information in Appendix F - Reference Prices and Long-Run Marginal Costs, be held confidential in accordance with section 42 of the Administrative Tribunals Act and Part IV of the BCUC’s Rules of Practice and Procedure; and
D. The BCUC determines that the establishment of a public hearing process and regulatory timetable for the review of the Application is warranted.
NOW THEREFORE the BCUC orders as follows:
1. A public hearing process is established for the review of the Application, as set out in the regulatory timetable attached as Appendix A to this order.
2. On or before Wednesday, November 19, 2025, BC Hydro is directed to:
a. Provide notice of the Application and this order on its website;
b. Provide a copy of the Application and this order, electronically where possible, to all members of the Technical Advisory Committee; all Indigenous Nations and Tribal Councils in BC and the First Nations Energy and Mining Council; all stakeholders who actively participated in BC Hydro’s 2021 IRP and BC Hydro’s Public and Customer engagement streams for the 2025 IRP; the Union of BC Municipalities and BC Municipal Electrical Utilities; and relevant industry associations;
c. Provide notice of the Application and this order, or post the Public Notice attached as Appendix B to this order, on its existing social media platforms. Reminder posts must be published on each platform every week until Tuesday, December 2, 2025.
3. BC Hydro is directed to provide to the BCUC:
a. By Thursday, November 27, 2025, written confirmation of compliance with the notice requirements in Directive 2 of this order, except for the social media reminder posts, including a list of social media platforms on which notice was posted and a list of all the parties notified; and
b. By Thursday, December 4, 2025, written confirmation of compliance with the notice requirement in Directive 2 of this order regarding social media reminder posts.
4. In accordance with the BCUC’s Rules of Practice and Procedure, parties who wish to actively participate in this proceeding must submit a Request to Intervene Form, available on the BCUC’s website at https://www.bcuc.com/forms/RequestToIntervene by Tuesday, December 2, 2025.
5. The unredacted version of Appendix F of the Application will be kept confidential unless otherwise ordered by the BCUC.

BC HYDRO’S 2025 INTEGRATED RESOURCE PLAN
On October 31, 2025, BC Hydro filed an application with the British Columbia Utilities Commission (BCUC) requesting acceptance of the 2025 Integrated Resource Plan (IRP) and advance approval of the need to acquire up to 5,000 GWh of clean or renewable energy from generation facilities in the province for delivery to BC Hydro by fiscal 2034. An integrated resource plan is a guidebook for what, when, and how to meet customers’ evolving electricity needs. BC Hydro’s 2025 IRP looks at a 20-year time frame and will guide decisions on its integrated system to meet the future electricity needs of its customers. In addition to the need to acquire extra energy, BC Hydro intends to pursue higher levels of demand side measures and expand its system with a sixth generating unit at Revelstoke Generating Station and a second transmission line to the North Coast.
