Martin, Com missioner ORDER WH EREAS on September 10, 1986 a written complaint on behalf of Northwest Panelboard, Sm ithers, B.C. against Pacific Northern Gas Ltd. was filed with the Com mission; and WH EREAS the complaint alleged that Northwest Panelboard may have been bi lied for excessive volumes of natural gas consumption during an eight-month period in 1984/85; and WH EREAS on November 14, 1986 the Com mission issued Order No. G-70-86 directing Mr. W.J. Engineering to investigate the complaint and report thereon as soon as possible; and WH EREAS en Apri I 23, 1987 Mr. Grant subm itted a report on the investigation to the Com mission; and \NHEREAS a further matter caused I\Ar. WHEREAS on Commission that his April 23,1987 report should stand. NOW THEREFORE the Com mission hereby orders Pacific Northem Gas ltd. as follows: I. The Commission adopts Mr. Grant's April 23, 1987 report on the investigation of the Northwest Panelboard complaint as final. 2. In accordance with the recom mendations in Mr. Grant's report PNG is to accept responsibility for payment of costs ariSing from a recent meter change out and testing involving the complainant. 3. In future, Pacific Northem Gas ltd. shall arrange for the testing for efficiency of all industrial meters when they are pulled from service.
