Waneta Plaza P.O. Box 130 Trail, B.C. VIR4N7 Dear Mr. Hobbs: Re: West Kootenay Power Ltd. Customer Complaints - Rate Schedule 9 In its June 17, 1994 Decision on WKP's Revenue Requirements, Rate Design and Integrated Resource Plan, the Commission (on page 39) ordered the elimination of Rate Schedule 9 effective January 1, 1995. The Commission also stated "... The Commission is aware that the elimination ofRate Schedule 9 will result in increased revenues to WKP; however the Commission expects that these funds will be used to pay the compensation which employees will expect for the loss of the preferential rate." As a result of recent complaints from pensioners regarding the termination of Rate Schedule 9, the Commission is requesting that the utility come forward with a scheme for the compensation of retired employees for the loss of such economic benefit. In his December 21, 1994 letter Mr. G.K. Harper advised the Commission that percentage increases due to the loss of Rate Schedule 9 benefits ranged from 57 to 108 percent depending on the rate block category. Please advise the Commission whether WKP accepts this calculation and if not, please provide an accurate calculation. The Commission requests a response to these items on or before February 17, 1995.
